Japan launches Noetra AI factory with 27,500 Nvidia Rubin GPUs for a robotics model

Japan’s newly formed Noetra Corp. said on July 16, 2026 it will deploy 27,500 Nvidia Rubin GPUs in a 140-megawatt AI factory to train a domestic ‘physical AI’ model for robotics, manufacturing and logistics.

The project is Japan’s bid to build sovereign AI infrastructure rather than rent frontier compute abroad, and to anchor a home-grown foundation model for the industrial robots its economy leans on. Alongside those graphics processing units (GPUs), Noetra will run 13,750 Nvidia Vera central processing units on Nvidia’s Vera Rubin DSX architecture, the companies said.

A consortium of 44 Japanese companies backs the effort, spearheaded by SoftBank Corp., Sony Group and Honda. Japan’s Ministry of Economy, Trade and Industry, or METI, is supporting the build under its FRONTia Project; METI Minister Ryosei Akazawa attended the July 16 announcement, according to Nvidia’s release.

The stakes are commercial as much as technological: Japan’s AI Robotics Strategy targets capturing more than 30% of the global AI robotics market by 2040, an estimated $133 billion opportunity. That is a 14-year horizon, and the announcement covers procurement and intent, not a delivered model or a shipped robot.

Whether a national ‘physical AI’ model can compete with what SoftBank’s portfolio companies and global rivals are building will hinge on execution once the hardware is installed.
